Vacancy: Programme Officer at the Delegation of the European Commission in The Gambia

Contract period: 6 months, with a probational period of 2 months

General description:

In the context of the implementation of projects funded by the European Development Fund (EDF), the post holder supports the ChargÈ d’Affaires a.i. of the Delegation of the European Commission in The Gambia, in the preparation, implementation, monitoring and evaluation of a development programme for the Non-State Actors (NAS) Sector.

The post holder has the same responsibilities in relation to management of the specific NGO projects that receive other EC funding (Budget Lines). The post holder is also involved in other operation-related tasks, as a back-up person, mainly for capacity

building, and also communication and visibility of EC external assistance.

Main tasks and duties:

• Focal Point to NGOs and Civil Society Organisations

• Participation in all phases of the Project Management Cycle for Programmes and Projects in the sectors mentioned under “General Description”. The post holder ensures that the ‘Non-State Actors Strengthening Programme’ financing agreement and Budget lines grants contracts are correctly implemented, from an administrative, technical and financial point of view.

• The post holder contributes to the preparation and execution of tenders relating to the programmes and projects in her/his field of responsibility. S/he makes sure contract are executed properly. The post holder also contributes to the Terms of Reference for studies and technical assistance.

• Maintenance of a permanent dialogue at the appropriate level with counterparts in her/his fields of responsibility. S/he makes sure contracts are executed properly. The post holder also contributes to the Terms of Reference for studies and technical

assistance.

• Maintenance of a permanent dialogue at the appropriate level with counterparts in her/his fields of responsibility, including other donors.

• Assistance to the other Programme Officers of the EC Delegation.

• Relations with the National Authorising Officer regarding EC communication and visibility of EC external assistance

• Participation in the preparation of regular and ad-hoc reports.

• Focal point for inter alia gender, migration and health issues

Qualifications and Experience

• University Degree (3-4 years of study). The degree preferably should be in

development studies, political or social sciences, international relations or related field

• Work experience in relevant fields, minimum five years

Specific knowledge and Experience

* Experience of Civil Society Project Management

Knowledge of the European Community Policies in general and of EC’s external assistance and development policies in the sectors listed under “general description”.

* Knowledge of EDF Financial Procedures; knowledge of procurement, contract

management will be an asset.

Specific Skills:

* Ability to grasp quickly and summaries complex issues, as well as to propose

solutions.

* Good oral and written communication skills

* Tact, diplomacy, and ability to negotiate in a complex environment

Capacity to set priorities and deliver good quality work under pressure and tight deadlines

Ability to apply with high standard of accuracy complex financial and contractual procedures.

* Good computing skills

Very good oral and written English, knowledge of local languages and French will be an asset.

Specific Requirement:

• The post holder should have citizenship of an ACP (African, Caribbean, Pacific) - or an EU 27 Member Country.

•In accordance to the salary grid for Local Staff of the EC Delegation in The Gambia, depending on qualification and experience

CALLS FOR PROPOSALS BY THE EC

The European Commission regularly launches calls for

proposals which are financed through its budget lines funds. The calls are presented under themes such as migration, development, environment, democracy, gender, health, culture among others.

The calls are open to civil society organizations, higher education institutions, independent political foundations, community based organizations, private sector agencies, public sector agencies, international and regional inter- governmental organizations etc. The deadlines for the calls currently available range from 24 January to 21 February 2008 as presented below:

1. Investing in People-Access to local culture protection and promotion of cultural diversity (deadline 12 February 2008).

2. Thematic programme of cooperation with third countries in the areas of migration and asylum (deadline 14 February 2008).

3.Enhancing respect for human rights and fundamental
