Interior SoS urges partnership against child abuse

Monday, September 01, 2008
Ousman Sonko, the secretary of state for Interior, has said The Gambia, like many other countries, is faced with challenges in its attempts to combat child abuse in all its forms and therefore called for partnership to combat it.

Delivering his keynote statement at the opening of a day-long 2008 Children’s Bantaba organised by the Voice of the Young, a child wing of the Child Protection Alliance (CPA), at the KMC Chambers, SoS Sonko expressed the need for strenuous efforts by all stakeholders in making The Gambia safe for all children.

“The creation of a protective and child-friendly environment for children will have to start from home which is the primary sanctuary and heaven for any child. Parents, guardians and care givers in general should bear in mind that their action or inaction will contribute greatly towards what happens to their children when they go out to a community,” he told the children gathering on the theme Creating a protective environment for children in The Gambia: Strength and challenges.

Sonko pointed to the evidence of The Gambia government’s commitment under the dynamic leadership of President Alhaji Dr Yahya Jammeh, to the fulfillment of the rights of children and ensuring that they are protected from abuse and exploitation.

He stated that at the Gambia Police Force (GPF), the government has created a Child Welfare Unit to deal with cases relating to children and had identified police child welfare officers in all major police stations country-wide.

However, he expressed his department’s concern with the surge in child abuse cases recently. “My department of state has noted with concern the increasing number of reported cases of child abuse in the newspapers, in particular rape and defilement of children by adults in position of power, trust and responsibility over the children,” he noted, while advising children to always bear in mind that rights come with responsibilities.

“The responsibilities you owe to your parents, adults in authority, community, country and the international community must be fulfilled,” the Interior SoS emphasised.

Lt Abdoulie Manneh of the CPA Board, challenged parents to discipline children in order to acquire skills and to behave well in society. Lt Manneh assured stakeholders that they will ensure that child exploiters are brought before the law.

For his part, Modou Secka, the president of the Voice of the Young, said the forum will no doubt create a platform for children to discuss key issues confronting them in their daily lives. The 2008 Bantaba attracted a least 150 participants from various parts of the country.

GIPFZA, DoSTIE end validation workshop

Friday, August 29, 2008

The Gambia Investment Promotion and Free Zones Agency (GIPFZA), in collaboration with the Department of State for Trade, Industry and Employment, on Thursday, organised a day’s validation workshop at the Kairaba Beach Hotel.

The validation workshop brought together stakeholders from different government institutions, financial institutions, civil society organisations and other development partners.

Delivering his keynote address at the occasion, Abdou Kolley, secretary of state for Trade Industry and Employment, said in 2001, The Gambia government enacted the Investment Promotion and Free Zone Act to promote private investment in the economy and allow the private sector to play a lead role in the management of the economic resources.

Sos Kolley added that the gathering was meant to take stock of that decision to review and assess the two Acts and make them more responsive to the emerging challenges of poverty alleviation, technology development and to meet the millennium development goals.

“Also, we need to reflect on the realities of the sub-regional integration process and the new economic partnership arrangement, which provide not only opportunities but also pose great challenges to our development,” he said.

According to him, the enactment of the two Acts and their subsequent review indicates the government’s strong conviction that promotion of private investment particularly Foreign Direct Investment (FDI) is central to our development process, adding that the government is very much aware of the value of the FDI as it will help diversify our economy, encourage domestic investment, bring in skills, technology and market access and lead to economic growth and social development.

SoS Kolley finally said building national consensus requires national consultation and his Department of State in 2007 formed an inter-departmental taskforce comprising all the key stakeholders to guide the review process.

Professor Don Lecraw from the University of Western Onlario, Canada, was the consultant who gave the overview of the draft document at the occasion.

ADWAC holds validation workshop

Thursday, August 28, 2008
The Agency for the Development of Women and Children (ADWAC), a local NGO based in the North Bank Region, recently organised a day-long validation workshop for stakeholders on vegetable marketing research and community action planning at a ceremony held at the UNAID Resource Centre in Kerewan.

The programme, which was centred on presentations and discussion on the draft report, attracted participants from government institutions, NGOs and other partners. Speaking at the ceremony, the executive director of ADWAC Mam Samba Joof underscored his agency’s intervention in the North Bank Region since they took over from Save the Children in 1996.

According to Mam Samba Joof, his agency, in 2007, commissioned a vegetable marketing research in the Njaba Kunda Eco-Zone to assess the economic viability of the women vegetable gardens in the Eco-Zone with a view to formulating effective plans and programs to address constraints encountered by vegetable growers.

He went on to urge participants to take the workshop seriously and come out with good recommendations in order to pave the way forward.

For his part, Burang Danjo, chairman, board of directors, ADWAC, thanked the agency for their timely intervention in the region adding that vegetable production is a major economic activity undertaken by women in the North Bank Region.

According to him, vegetable production is a lucrative business but the lack of an organised marketing structure has hampered the development of the business in the region.

To effectively develop the horticultural sector, Mr  Danjo said there is the need to formulate programmes to address market constraints faced by growers.

He, however, expressed hope that the outcome of the programme will help in overcoming the issue of marketing.  He finally urged the participants to look at the report carefully in the interest of national development.  He further urged them to share the information gained from the workshop with their colleagues.

NPC Set to Review PRSP Report

Wednesday, August 27, 2008

The National Planning Commission (NPC) in collaboration with stakeholders will today, Wednesday 27th August 2008, review and authenticate the draft of the Poverty Reduction Strategy Paper (PRSP) Annual Progress Report for 2007 at the Paradise Suite Hotel in Kololi.

The preparation of PRSP Annual Report forms part of the mandate of the National Planning Commission and as agreed with the country’s development partners, to regularly report on the status of implementation of PRSP II. Thus, it is mandatory on government to submit an Annual Progress Report (APR) highlighting the achievements, failures, constraints and lessons learnt during the implementation.

The PRSP II is a framework that defines principles for government planning and budget execution for achieving meaningful poverty reduction, and its implementation is being overseen by the National Planning Commission (NPC), established by an Act of parliament in 2006 and put in place in 2007.

This is the first progress report covering the period of PRSP II implementation, from January to December 2007.

The report provides information and analysis regarding the achievements and shortfalls experienced between January and December 2007 with respect to the poverty targets, priority public actions, and the monitoring and evaluation systems put in place for the PRSP II. It further highlights recommendations on important changes necessary in the strategy as appropriate in light of implementation experience to date, and data needs to enhance analysis and measurement of progress made in reducing poverty and its dimensions.

As the main government report on the status of implementation of the national development agenda, the progress report informed and involved domestic stakeholders and partners on all issues regarding implementation in order to build support for smooth implementation of PRSP II.

The information in this report will further contribute to focusing government’s budgetary allocation and pro-poor policies on key issues in fighting poverty and making PRSP II a reality.

It is likewise hoped that the report will help both government and partners to become responsive and focused on their promises and anticipation actions as evident in PRSP II priority areas as well as rally all development partners around PRSP II in the spirit of Paris Declaration principles.

According to Kassama, interested investors most be financially sound and experienced in developing or managing commercial property, access to capital for marketing properly, as well as ability to attract and retain international grade tenants, amongst others. He then urged the business community to invest at the park.
